ActionAid International Cambodia (AAI)
Formed in 1972, ActionAid International (AAI) is now working involved in over 40 countries worldwide. AAI works in partnership with CBOs, NGOs and people’s organisations in both urban and rural communities. AAI engages with governments and international develo pment organisations to ensure pro-poor programmes and practice. AAI has been active in Cambodia since 2000 and a country office was opened in December 2004.
AAI’s work focuses on equity, dignity and well being of poor and marginalised people and communities on the core themes of women’s rights, education, food security, human security in conflict and emergencies, HIV/AIDS and governance. ActionAid Cambodia has internal partnership guidelines for accessing funding. Grants are not obtained through proposals alone as AAI Cambodia needs to assess areas where partners propose to work.
Goals and Objectives: To empower the poor, excluded people and their communities to secure their rights mainly through partnership with facilitating intermediaryorganisations.
Theme: AAI’s main focus is to support and partner with Cambodian organisations working on rights. AAI supports organizations promoting women’s rights, rights to food, education and human security; the rights of HIV positive people to live with dignity; and peo ple’s right to justice and democratic governance.
AAI is committed to target groups of women, children, disabled people, people living with HIV/AIDS and other excluded or marginalised people.

Project Area: AAI calls its working area an Development Area (DA). A DA is a contagious set of villages, iso lated from administration, excluded or neglected by the government development agenda; deprived of basic services and infrastructure; and characterised by extreme poverty.
Selection Criteria: To be selected as an AAI partner local organisations should be registered, have an active board and have a good governance structure with an appropriate standard bank account. The potential partner has to work with the most marginalized groups.
Application Information: AAI prefers dialogue with a potential partner befo re a proposal is submitted. Proposals are developed with the assistance of AAI Cambodia. AAI is not a traditional donor but works in partnership with localorganisations.
Budget Information
- ActionAid’s 2005 budget is $460,229 USD.
- Funds can be used for training, capacity building, technical assistance and governance.
- Funds cannot be used for credit schemes and high capital costs.
- Overhead or core costs are supported providing they do not exceed 20% of the programme budget.
- AAI also accepts co-funding which is usually required for a campaign or a short term issue-based project. Issue based projects are projects which can take about 3 years and address specific issues like HIV/AIDS or fishing rights.
- For long term projects dealing with livelihoods or cross cutting issues, AAI does not allow the partner to accept funds.
Proposal and Project Information
- AAI’s Development Area (DA) project funding lasts up to 8 years or more while AAI’s Non Development Area funds up to 3 years.
- Proposals can be written in Khmer and/or English.
- A standard application form is currently being developed.
- The time to process the application is one week or less but it can take up to 6 months before a partner becomes a long term partner. After about one week of dialogue and assessment, AAI decides upon funds for a period of up to six months. During those six months AAI conducts an appraisal to decide whether the funded partner will be selected to become a long term partner.
