Australian Agency for International Development: Human Rights and Governance Fund
The Human Rights and Governance Fund (HRGF) is part of the Australian Government’s Development Cooperation Program with Cambodia and is administered by the political section of the Australian Embassy in Phnom Penh. The HRGF provides small grants for activities, usually implemented by local NGOs, which encourage good governance, democratic values and the observance of civil and political rights in Cambodia. The Cambodian people will be the ultimate beneficiaries through improved awareness and observance of human rights in all sectors of Cambodian society.
Goals and Objectives: To contribute to an improvement in the human rights situation in Cambodia.
Theme: The Human Rights and Governance Fund is a flexible program and activities funded fall within many categories, but they must contribute to an improvement of the human rights situation in Cambodia. Such improvements may strengthen mechanisms to protect and enforce human rights; contribute to increased awareness of, and adherence to, democratic values and processes; encourage good governance by promoting public sector accountability and transparency; or encourage skills and opportunities for communities to influence policy making. Activities focusing on child welfare/rights, gender/women’s issues and good governance are also eligible for funding.

- Community Based Organisations (CBOs)
- Local/Cambodian NGOs (LNGOs/CNGOs)
- International NGOs (INGOs)
Selection Criteria:
NGOs need to be registered and community organisations must demonstrate an existing structure and represent a specific community. All applican ts should show a record of former expertise in this field.
Community organisations must include at least one referee/partner in their application. Referees/partners are also recommended for small LNGOs.
The HRGF applications will be considered on a case -by –case basis. Projects providing opportunities for the promotion and participation of women at all levels are well-received.
Application Information:
Uninvited proposals are accepted. Proposals must be submitted before fixed deadlines. Currently known deadlines are 11 November 2005 and 10 February 2006.
Budget Information:
Organisations which apply for more than USD5,000 must demonstrate a clear long -term strategic plan and a history of strong project implementation. Grants of up to USD20,000 will be considered, if strong justification is provided. Quotations for materials over USD500 must be attached.
- Funds can be used for activities that promote and develop human rights and good governance in Cambodia, and particularly activities that provide value for money.
- Funds cannot be used for core expenses such as staff salaries, office rental, purchase of vehicles or motorbikes, conferences, sporting events, study tours or overseas travel and emergency relief.
- Overhead or core costs are usually not supported but co-funding is accepted.
Proposal and Project Information:
- Project funding is for a maximum of 12 months. Organisations can apply for multi-year funding (up to a maximum of 2 years), however they must demonstrate a clear long-term strategic plan for the org anisation and have a history of strong project implementation.
- Proposals can be written in either English or Khmer.
- There is a standard application form, available from Embassy reception or by email: chanveasna.kong@dfat.gov.au.
- Applicants must use the HRGF Proposal Form.
- Submission by e-mail is not accepted.
- It usually takes six weeks to proceed applications following deadlines.
