Australian Catholic Relief (ACR)
Australian Catholic Relief (ACR) has been funding local NGOs in the provinces since 1997 with a focus on capacity building. Final decisions about funding proposals are made at ACR’s headquarters at Caritas Australia. The ACR budget is around 230,000 -300,000USD per year. Currently ACR supports 4 local NGOs.
Goals a nd Objectives: Capacity building for local NGOs.
Theme: Themes of interest include community development (incorporating agriculture, credit, health issue awareness (including training of TBA), scholarships, rural libraries, small irrigation and water supplies), women issues as empowerment of women, women leadership, self reliance for women and support for women members of commune councils and finally, HIV/AIDS where the focus is on children affected by AIDS, orphans, loans to people living with AIDS (PLWA), PLWA care & support.
Only rurally based NGOs are welcome to apply. ACR hopes to be a long term partner with the applicant, so one-off applications are not welcome.
Who can Apply?
- Local/Cambodian NGOs (LNGOs/CNGOs)
- Partnerships (LNGOs partnering with a CBOs)
Project Area: NGOs with office in Phnom Penh are NOT invited to apply, only rural based organisations can access ACR funds.
Selection Criteria: The potential partner needs to be registered with Ministry of Interior, have a functioning management and not be involved in political issues. Application Information: ACR prefers a dialogue with the potential partner before a proposal is submitted. ACR expects to understand the applicants’ organisation management system and structure before approval of any funds or support.
Budget Information
- Funds can be used for training & capacity building.
- Funds cannot be used for condoms, cars, buildings or buying premises.
- Maximum 20% of the total project budget can used for overhead or core costs, if needed, and ACR is also open to co-funding.
Proposal and Project Information
- Funding relationship starts with an one year trial, as the partnership grows a longer commitment is possible. Projects can therefore be extended.
- Proposals can be written in either English or Khmer.
- No standard application form exists but the minimum required in a proposal is: organisational background, project objectives, problem identification, project description, budget plan, implementation plan (work plan), future organizational plans and a copy of the annual report, if available.
- The time required to process the application is 2 months as after local approval proposals are sent to Sydney for Caritas’s final approval.
