Canada International Development Agency (CIDA)

The Canada International Development Agency (CIDA) has been present in Cambodia since 1991 and started with a post conflict aid program. In 2000 a project support unit for CIDA called the Canadian Cooperation Office (CCO) was established. CIDA’s current focus is on health, food security and community development. Community -based projects and those in disadvantaged areas that are not receiving extensive development funding will be given priority.

Goals and Objectives: The aim of the Canada Fund is to provide small grants for locally initiated projects that will have significant positive impact on the beneficiaries.

Theme: CIDA has a particular interest in addressing basic human needs. Example projects are income generation, cow/ricebanks, small business start -up, literacy, primary education, non-formal education or vocational training, mother/child health, HIV/AIDS and nutrition, agriculture and food security, water wells, water filtration.

The Canada Fund would like proposed project to address one of the following aims: poverty reduction, sustainable development, gender equality or environment.

Who can Apply?

  • Community Based Organisations (CBOs)
  • Local/Cambodian NGOs (LNGOs/CNGOs)
  • Partnerships (INGOs/LNGOs or Government agencies)

Selection Criteria: Registered organisations with an active governing body and sound financial management system can apply. Priority will be given to Cambodian organisations and small projects.

Application Information: CIDA prefers a dialogue with a potential partner before a proposal is submitted. Both invited and uninvited proposals are accepted.

Budget Information:

  • Funds cannot be used for travel and seminars outside Cambodia, foreign consultants, research or organis ation start up costs.
  • Salaries that are directly related to project are 100% funded.
  • Overhead or core costs are funded; 10% of the total budget is acceptable for administration cost (30% max. for general salaries) and co-funding is accepted.

Proposal and Project Information:

  • The funding period is maximum 1 year and projects can not be extended.
  • There is a standard application form with guidelines which can be filled in either English or Khmer language.
  • The review committee meeting is quarterly, so the maximum application processing time is 3 -4 months.
