CARE International in Cambodia
CARE International in Cambodia is a board based humanitarian aid organisation which has been working in Cambodia since 1973 focussing on the most vulnerable individuals, households and communities. CARE is an implementer, not a donor as such, partnering in development with local organisations. CARE receives funds from key donors and works in partnership to ensure scope, depth and impact of programmatic objectives.
CARE Cambodia develops partnerships that are based on common goals and collaboration for mutual benefit. CARE Cambodia is currently drafting partnership guidelines to assist in the selection of implementing partners. These guidelines should be finalised before the end of 2005. CARE has 22 local partners at the moment which is the current limit.
Goals and Objectives: To work in partnership to strengthen community and government capacity to create an environment that empowers people, reduces risk, increases opportunities and promotes sustainable development.
Theme: The following themes are of interest to CARE Cambodia:
- Education & training: ethnic minority bilingual education, out of school youth (pre-post literacy), scholarships.
- Health: health systems strengthening; maternal and child health; sexual and reproductiv e health in factories and major work places such as casinos; home care and continuum of care for HIV/AIDS patients; and access to antiretrovirals (ARV).
- Community development: rural development, veterinarian work, fisheries.
- Credit & savings: micro credit.
- Child survival.
- Advocacy: workplace based advocacy in factories, beer gardens and casinos.

Project Area: CARE is working and partnering in 12 provinces and is moving towards integrated area development.
Selection Criteria: Potential partners should be financially sound and have management systems in place. Previous experience in thematic fields and geographical target locations is essential.
Application Information: CARE usually contacts potential partners and is not looking for new partners at this point of time. CARE will invite potential partners to write a proposal. Sometimes CARE announces calls for proposals.
Budget Information: Budgets depend on the scope and scale of activities, partners and CARE’s funders.
- Funds can be used for training, capacity building, community development, micro finance, direct servic e delivery (ARV).
- Partners may request funds for overhead and core costs.
- CARE accepts co -funding.
Proposal and Project Information:
- The funding period is between 1 to 5 years, depending on the nature of activities.
- Projects can be extended but extensions have to be negotiated between the NGO, CARE and CARE’s donor.
- There is no standard application form. Basic requirements for consideration include: details of organisational structures; copies of previous audits wherever possible; references from other donors; evaluation reports; names of board members and details of governance system; budget details; and descriptions of projects and activities.
