Catholic Relief Services (CRS)

Catholic Relief Services (CRS) was founded in 1943 by the Catholic Bishops of the United States to assist the poor and disadvantaged outside the country. It is administered by a Board of Bishops and lay people, and is staffed by men and women committed to the Catholic’s Church’s apostolate of helping those in need. It maintains strict standards of efficiency and accountability. The fundamental motivating force in all activities of CRS is the Gospel of Jesus Christ as it pertains to the alleviation of human suffering, the development of people and fostering of charity and justice in the world. CRS assists persons on the basis of need, not creed, race or nationality by:

  • Responding to victims of natural and man-made disasters;
  • Providing assistance to the poor and alleviate their immediate needs;
  • Supporting self-help programs which involve people and communities in their own development;
  • Helping those it serves to restore and preserve their dignity and to realize their potential;
  • Collaboring with religious and non -sectarian people and groups of good-will in programs and projects which contribute to a more suitable society; and
  • Helping to educate the people of United States to fulfill their responsibilities in alleviating human suffering, removing its causes, and promoting social justice.

CRS is not a donor as such but depends on the funds provided to them via their own donors. Currently CRS is unable to take on new local partners.

Goals and Objectives: To alleviate human suffering, the development of people and justice in the world.

Theme: Activities that CRS funds through local partners are generally health and agriculture related, including HIV/AIDS, in projects for rural poor families making a living from agriculture, rural and periurban micro entrepreneurs and people affected with HIV/AIDS.

  • Local/Cambodian NGOs (LNGOs/CNGOs)

Project Area: CRS is supporting agriculture projects in Svay Rieng and Prey Veng, health & HIV/AIDS related projects in Battambang and HIV/AIDS related projects in Phnom Penh.

Selection Criteria: CRS evaluates partners on a case-by-case basis.

Application Information: Catholic Relief Services prefers a dialogue with a potential partner before a proposal is submitted. CRS will invite potential partner to write a proposal.

Budget Information: Overhead and core costs can be supported but CRS will carefully review the relationship between overhead and actual program expenses. Co-funding partners are accepted.

Proposal and Project Information:

  • Funding periods are usually between 1-3 years and projects can be extended.
  • Proposals should be written in English.
  • There is standard application form but the following are required: clear analysis, realistic goals and objectives clear impact indicators and a reasonable budget.
  • It takes 2 -3 months to process the application.
