OFC will perform its mission with the following guidelines:

  • Helping marginalized Cambodians acquire an informed view of the present social and political situation in Cambodia, as the basis for mutual comprehension and genuine practical cooperation in order to stimulate increasing participation; helping marginalized Cambodians to have their opinions, thoughts and experiences shared with the rest of the country and world.
  • Facilitating and advocating through research the use of information and communication technologies (contents and tools) in Cambodia. Helping Cambodians learn how to use it and take advantage of it for the purpose of strengthening dialog as well as personal/economic development—because the two are intertwined.
