The Cambodian Human Rights Action Committee- CHRAC

The Cambodian Human Rights Action Committee (CHRAC, also referred to as Action Committee) was created on August 02, 1994 by a group of local non-governmental organizations and associations for the purpose of joint cooperation in the promotion of human rights, liberal democracy, and development in the Kingdom of Cambodia. The establishment of the Action Committee took place one year after the first general election in Cambodia under the auspices of the United Nations Transitional Authority in Cambodia (UNTAC), and after many years of civil war. Since its establishment, new members have successively joined CHRAC.

Currently, the coalition has 21 member NGOs and Associations, all of them being independent, impartial, non-political and non-profit organizations operating in the Kingdom of Cambodia.

VISION & MISSION

CHRAC is a coalition of Cambodian human rights organizations united by a common desire to work together to protect and promote human rights for the Cambodian people. By working together through CHRAC, members believe they can achieve more to improve the human rights situation in Cambodia than they could do acting independently of one another.

Since its establishment in 1994, the work of CHRAC has dealt with several human rights violations and other issues of national interest. Although at present there have been some improvements in the observance of human rights in Cambodia, those improvements tend to be overshadowed by new problems primarily arising as negative effects of economic development. One of the most serious of these new problems is land grabbing with many poor people being evicted from their homes and farms.

The best way to ensure that human rights are protected is for victims of such violations to have the capacity to take action through state institutions to seek justice and compensation. However, many people have lost confidence in state institutions because they lack the necessary capacities and resources to quickly, independently, and fairly deal with the complaints of victims and/or their families. So far, the Government has been slow and reluctant to improve the protection of human rights or the prevention of future violations. Therefore, it is crucial that local or international NGOs as well as donors and the international community continue to advocate human rights in Cambodia.

Considering the need to address the above-mentioned problems with regard to the human rights situation in Cambodia, CHRAC developed a vision and mission, both of which have been agreed upon by the member organizations.

Our Vision: Cambodia as a peaceful and liberal democracy where development takes place in an environment where human rights are respected and protected.

Our Mission: To reduce the number of serious violations of human rights in Cambodia.
